Job Description

he City of Fort Collins is seeking a dynamic leader for the position of Senior Manager, Substation & Grid Technologies. This critical role involves spearheading the vetting, implementation, and management of cutting-edge operations technologies within our electric substations and distribution circuits. As a leader in our organization, you will oversee a team of highly skilled technical engineers and technicians to ensure the efficiency, reliability, compliance, and safety of our grid infrastructure.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Manage all aspects of the distribution substation activities including operations, maintenance, construction, and improvements.
  • Prepares and manages budgets for substation capital improvements and projects.
  • Implements and reviews substation equipment and construction standards and specifications.
  • Manage project requirements, support services and procurement management.
  • Manage relevant consultant and contractor support services agreements and personnel.
  • Responsible for Asset Management of substation equipment and OT system devices.
  • Lead and drive OT best practices, utility standards adoption, and implementation.
  • Evaluate, implement, and support OT such as; Advance Distribution Management Systems (ADMS), Supervisory Control and Data Acquisition (SCADA), Distribution Automation (DA), Grid Modernization Programs, and Distribution Protection Relay systems.
  • Manage OT devices and systems integration and configuration.
  • Oversee OT systems Patch and Firmware Management, assessments, and testing.
  • OT/Critical Infrastructure Protection (CIP) subject matter expert for NERC and WECC compliance efforts.
  • Manage and coordinate periodic vulnerability assessments and resulting remediation.
  • Review and respond to OT devices scans and threats and report to management.
  • Manage and oversee field support for OT/CIP security, access, integration or related issues.
  • Design and manage CIP, quality assurance, and grid event recovery solutions.
  • Design, monitor and report on OT/CIP Key Performance Indicators (KPIs) and manage monthly scorecards.
  • Manage and oversee troubleshooting, root cause analysis, mitigation efforts and sustainable solution
  • Actively up-skills team members and enhances a high-performance cross functional technical team.
  • Provides OT focus towards safety, efficiency, resiliency and sustainability.

Required Knowledge Skills and Abilities

  • Strong working knowledge of OT, IT, SCADA, ADMS, Human Machine Interface (HMI),
  • Programmable Logic Controllers (PLC) and Distributed Energy Resource (DER) control systems
  • Strong Remote Terminal Unit (RTU) equipment, communications and protocols including DNP3 skills.
  • Moderate NERC CIP compliance requirements skills.
  • Moderate Protection Relay and Control Systems including settings and testing skills.
  • Moderate business analysis and requirement gathering skills.
  • Moderate database, historian admin and conceptual design and analytics/mining skills.
  • Moderate procurement, contractor and consultant management experience.
  • Excellent strategic and critical thinking and problem solving
  • Excellent verbal and written skills.

Required Qualifications

MINIMUM PREFERREDCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in electrical engineering or related field.

Experience Requirements

  • Minimum five years of broad experience in OT/CIP, ADMS and Protection Relay systems. Management or supervision experience.
